‘People are losing hope’: New policy sparks fear among Hong Kong’s asylum seekers

South China Morning Post – A revised law in Hong Kong has sparked fear among the estimated 14,800 asylum seekers and refugees who live in the city. Introduced in December 2022, the new policy allows immigration authorities to remove unsuccessful claimants from the city before they can exhaust legal pathways to challenge the decision. The government says the move was necessary to crack down on claimants abusing the judicial review process to prolong their stay in Hong Kong. Human rights lawyers allege the changes infringe on the rights of asylum seekers, while NGOs and community leaders say they are seeing a surge in the number of claimants seeking psychological help.

Welcome to the monthly roundup of the Refugee Union. We are delighted to share with you our latest updates and developments in our ongoing efforts to advocate for the rights and well-being of refugees in Hong Kong. In this edition, we will be highlighting some of the key events that have taken place over the past month, including our advocacy work, community outreach, and fundraising efforts. We hope that this roundup will provide you with a comprehensive overview of our work and inspire you to join us in our mission to create a more just and equitable society for all.

ABOUT US

The Refugee Union is a community-based organization established in 2014 by refugees in Hong Kong. Our mission is to promote and protect the rights of refugees through advocacy, education, and community building. We work to empower refugees to become self-sufficient and active participants in their communities while also advocating for policy changes that support their rights and well-being. Our organization is run by refugees, for refugees, and we are dedicated to creating a more just and equitable society for all.

ACTIVITIES AT A GLANCE

On February 4th, a student from ESF Discovery College set up a website for fellow students to exchange letters with refugees to share experiences and cultivate friendships. Thank you for bringing this meaningful initiative to the attention of your peers.

On February 6th, we were honored to gather with Simon Mak and Dr. Bo Zhou of Ascent Partners, as well as Andrew Woo and colleagues of Antech Solutions, to brainstorm broader support for refugees.

On February 10th, we were invited by the YMCA Christian Academy to share our lived experiences as refugees with teachers and students. We were also honored to visit ESF West Island School, Hong Kong International School, and ESF Glenealy School later this month to give a presentation for teachers and students. We would also like to thank them for arranging donation campaigns for our refugee members.

On February 11th, we were grateful to Michelle of the Hong Kong International School Heritage for organizing an art class for refugee children. The artwork will be turned into NFTs and fundraised for refugees. Thank you very much!

On February 13th, we were delighted to have Erin and Andrea of Don’t Throw Me visit our center. We have been nominated as one of the beneficiaries of their platform to swap, sell, donate, and breathe new life into clothes and other goods. We also thank Take Out Plastic for hosting a clothes swap campaign and donating clothes to our refugee members.

On February 14th, we welcomed Clayton, a journalism student, who interviewed and took photos of our refugee members with a view to publish a booklet about refugees in Hong Kong and the services we provide to support them.

On February 17th, we were delighted to have our student interns from Hong Kong Shue Yan University patiently teach refugee children to finish homework. Thanks also go to students from the University of Hong Kong who gave a tutorial session for refugee children later this month.

On February 20th, we were thrilled to announce the establishment of a partnership with Wee Bean. We were also thankful for their sales initiative to support refugee children. Please visit their website for more details.

This month marked the end of the year 2022. In this festive season, our centre was filled with beautiful wishes: refugee families received cash and necessities from donors; volunteers organised celebration activities for us. CHRISTMAS WISHES 聖誕祝福

On 15 December, we were thrilled to have Warner Music sending refugee kids amazing Christmas gifts and talented students from the Hong Kong International School Heritage singing carols for us at our centre.

12月15日,本會很高興Warner Music為難民孩子送上聖誕禮物,以及Hong Kong International School Heritage的學生到訪頌唱聖詩。

On 16 December, we were grateful to our friends at the ESF Beacon Hill School for organising a big charity collection for refugee families during Christmas holiday. Thanks also go to Vanessa and Sylvie of the German Swiss International School Hong Kong for delivering refugee kids a creative Christmas ornament workshop.

12月16日,本會衷心感謝合作夥伴ESF Beacon Hill School於聖誕假期發起了一項大型慈善收集活動,為難民家庭送上祝福。另感謝German Swiss International School Hong Kong的學生Vanessa和Sylvie為難民孩子舉辦創意聖誕飾物工作坊。

On 21 December, Eaton Workshop invited refugee families (30 parents and 32 children) to a Christmas buffet. It was an opportunity for refugee families to forget their troubles and have a great time together. Thank you very much!

12月21日,本會非常感謝Eaton Workshop邀請難民家庭 (包括30名家長和32名孩子) 享用聖誕自助餐,讓他們暫時忘卻煩憂,於佳節享受天倫之樂。

ACTIVITIES AT A GLANCE  活動一覽

We are thrilled that an increasing number of activities are happening at our centre. On 9 November, Grassroot Future arranged a crochet workshop for refugee ladies at the Kowloon Union Church.

本會很高興看到越來越多的活動於本會的辦公室進行。11月9日,Grassroots Future的團隊於九龍佑寧堂為難民婦女舉辦針織工作坊。

On 16 November, our refugee leaders were invited to share their experience during an undergraduate course offered at The Chinese University of Hong Kong.

11月16日,難民領袖獲邀到香港中文大學的本科生課堂上分享難民的經歷。

On 18 November, our teacher Candice resumed the regular Cantonese class on Fridays for refugee adults. The class will help us better navigate life in Hong Kong.

11月18日,Candice老師恢復每週五的廣東話班,這將幫助難民適應在港的日常生活。 

This month teachers and students of the Po Leung Kuk Choi Kai Yau School visited our centre every afternoon and helped refugee kids with school work.

保良局蔡繼有學校的師生本月每天下午都會到訪槓在本會協助難民孩子完成課業。

We are thrilled that an increasing number of activities are happening at our centre. On 6 October, we celebrated Grassroots Future running regular crochet classes for refugee ladies for nearly two years.
本會很高興看到越來越多的活動於本會的辦工室進行。10月6日,本會慶祝Grassroots Future的團隊為難民婦女舉辦針織課程近兩年。

On 7 October, Lifelong Labs and Studio Small Potato organised a creative workshop for refugee kids.
10月7日,Lifelong Labs和Studio Small Potato的團隊為難民孩子舉辦了創意工作坊。

On 25 October, we welcomed Dr Pui-kwan Man and students from the Department of Sociology at Hong Kong Shue Yan University who visited to learn about the service and impact of our centre.

On 28 October, students from Zenerations Hong Kong organised a knitting session for refugee mothers and raised money for their families.

This month we have had the honour to host students from international schools and representatives from different sectors.  On 5 September, we welcomed Ms Lee from Giordano Hong Kong and Mr Fan from ECC Social Motivation at our centre to exchange ideas and discuss future collaboration.

本會有幸於過去一個月接待國際學校的學生團體和各界代表。九月五日,本會很高興接待 Giordano Hong Kong 的 Ms Lee 和 ECC Social Motivation 的 Mr Fan 並交流意見和商討合作事宜。

On 19 and 24 September, we were thrilled to have students from the Chinese International School visiting our centre and organising educational activities for refugee kids.

On 28 September, refugee ladies self-initiated a knitting workshop for other refugees.

Support Refugee Families in Hong Kong

You probably heard it before: “Refugees are not allowed to working in Hong Kong”. A statement that resonates with suffering only when you live in a refugee family where the stress levels are through the roof. We smile for the camera, but the reality is harsh because government support is limited to $3,200 a month for shelter, food, utilities and everything else. 

Where can we get help? Charities and churches support where they can, but the economy is bad for everyone and assistance is shrinking. There is no way out of poverty so we are forced to beg to survive. The Refugee Union is a way to centralize efforts and help more refugee families with your help.

Can one survive on $3,200 a month in Hong Kong? Food assistance of $1,200/month, or $40 a day, is not enough for breakfast, lunch and dinner. Rent assistance of $1,500/month does not pay for the cheapest subdivided windowless rooms that cost twice that in run-down buildings. The government assistance has no provision for essentials like clothing, shoes, cleaning products, personal care, baby products, school supplies, phone access, medicines, etc.

Refugees are treated poorly and looked down on in Hong Kong. But we are still people. We deserve compassion. We deserve a chance to live with dignity. We deserve to be understood. With the help of wonderful volunteers we published a booklet to help everyone in the city to understand us better. Please download and share:

High food prices are causing refugee families great difficulties as we don’t have enough money to buy groceries for a month’s supply. We receive food donations from some charities, but sadly it is not enough to meet the needs of our members.

It is summer break.  Many refugee families brought their kids to our centre to have fun and to enjoy the air conditioning service.  This piece reviews the major events that happened at our centre last month.

This month we were honoured to host a few students from local and international schools.  On 3 and 4 August, students from a Po Leung Kuk affiliated school and the Hong Kong International School visited our centre to learn more about refugee issues through interviewing our members.

本會有幸於過去一個月接待本地和國際學校的學生。一所保良局學校以及香港國際學校的學生分別於8月3日和4日到訪本會,他們透過實地考察並與難民親身交流以加深對難民議題的了解。

On 6 August, students from the German Swiss International School organised a workshop to teach refugee kids critical thinking.

8月6日,德瑞國際學校的學生到訪本會並為難民孩子舉辦工作坊以培養他們的批判思維。

 

On 12 August, student-led team Momentum introduced refugee kids to the United Nations Sustainable Development Goals (UNSDGs) and encouraged the new generations to solve problems in creative ways

8月12日,學生團體Momentum到訪本會並向難民孩子介紹聯合國可持續發展目標 (UNSDGs),同時鼓勵他們以創意思維解決疑難。

On 27 August, students from the Chinese International School organised a workshop to teach refugee kids public speaking skills.

8月27日,漢基國際學校的學生到訪本會並教授難民孩子演講技巧。

On 30 August, volunteer Hillary taught refugees to make Lanterns to celebrate the upcoming Mid-Autumn Festival.

中秋將至,義工Hillary於8月30日到訪本會並教授難民製作燈籠慶祝佳節。
